WebDeveloper.com has an article called ABC's of building a Website which covers topics such as: What is HTML, What are Domain Names, How to add pictures to your website, Top 10 signs of a amateur website and promoting your website. A very good starting point to cover the basics.

Ten Minutes To HTML - This is our quickest way for newbies to learn the basics of writing their own html. I wrote this a few years ago, but it is still one of the easiest ways to get started. Bravenet offers webmasters many useful tools for their websites including free counters and an impressive selection of scripts

Developer.com is a great informational resource for technical information on  website design and programming.

Echo Web is a collection of web developing resources. They offer tutorials, articles, tools, live help, a directory of resources, plus much more.

Elance.com - makes it quick and easy for buyers and sellers of services to find each other and to negotiate through price bidding.
Particularly useful to visitors of Run The Web, is the ability to post and bid on jobs for web designing and development.

Ezboard.com - Looking to add a discussion board to your website? Here's a website that will set you up for free

ScreamDesign offers tutorials on a wide assortment of different graphic and web design programs. If you are looking for help on your favorite program, I'm sure you'll find the help you need here.

Sitepoint.com has many articles about website design and promotion as well as a nice list of links to tools and other useful resources. Make sure you visit their forums section where you'll find topics on all aspects of web development and marketing. 
They also have many reviews of: software,  services, Internet tools, e-books and more.

W3Schools - all the Web-building tutorials you need, from basic HTML and XHTML to advanced XML, SQL, Database, Multimedia and WAP.

WDVL.com is the Web Developer's Virtual Library.  Find articles, information and tutorials on virtually any web development topic.

Webdeveloper.com is an endless source of web development articles, tutorials, software reviews and more.  This is one of the few website I visit everyday.

WebsiteWave.net offers you only great stuff (web sites, scripts, resources, manuals, tutorials, articles, forums, ...) for webmasters and web developers. Tons of resources sorted in many categories. All sites with small reviews and rating.

Wdforums.com has different forums of interest to webdevelopers. Such topics as website development, programming languages and internet marketing are discussed.

Webmonkey has a large library of articles on all aspects of website design.  Online tutorials on html, graphics, javascript, databases, e-commerce and more.

ZDNet has a vast library of information on web design & development and computers in general.  Be sure to check out their newsletter subscription area where you can choose from 30 different newsletters for your favorite topic.

CGI Scripts

Cgi scripts allow you to do all those cool interactive things websites need these days. Online forms, bulletin boards, setting cookies, random image generators as just a fraction of the things that are possible due to cgi scripts.

In many cases, these scripts are very low cost or even free .

Where to find them and how to use them are answered at these sites:

CGI Resource Index has listings with reviews for thousands of different scripts written in all different languages.

ScriptSearch indexes over 5,000 different scripts that do all sorts of things. 

No listing of scripts would be complete without mentioning Matt's Script Archive. Matt Wright has become nearly famous for his scripts and the resources he has collected.
